League of Legends players are facing issues while trying to give gifts to their in-game friends.
According to multiple reports, League of Legends gifting center is down or not working properly for many. So they cannot share gifts with their friends (1, 2, 3, 4).
League of Legends gifting center down, many players unable to use it
League of Legends players report that they are experiencing a glitch in the game’s gifting center which does not allow them to send items to other players.
It appears that the issue does not affect all players in the same way. For example, there are players who report being able to gift icons and ward skins.
Haven’t played in a year. Came back a week ago with some friends and we’re on a gifting spree. I just bought Coven Zyra and friend wanted to buy me some chromas.
You can’t gift chromas though.
I fail to see any reason why this is beneficial to anyone, hell you can unlock a mystery ward skin for a friend but not a chroma.

Meanwhile, in other cases, players can only gift ward skins to their friends.
But, having said all the above, none of the players are able to gift Chromas to others.
The bug has been around for at least a month
It should be noted that this problem is not exactly new. League of Legends players have been reporting the gifting center glitch for at least a month.
Riot Games is already aware
Riot Games confirmed that they are aware of the gifting center glitch on League of Legends. But, there is no estimated arrival date for a fix.

Update 1 (December 04)
10:30 pm (IST): Riot Support took to Twitter to assure the affected players that the team is working on a fix for League of Legends gifting center glitch. However, no ETA has been provided as to when it will be actually resolved.
